If you touch nothing else, no VMAX no Powertarget , only VDDIO & VDDM + Wattman limits higher (overdrive mem FMAX)

GFX change (FMAX), voltage change VMAX, powerbudget change - all trigger a failsafe mode (crosscompared with internal state)
But the overdrive limiter do not. Except when you go above a certain value you still trigger failsafe mode.

Change on those two sections only - no FT2 or anything
~ Will you trigger failsafe without pushing mem higher (just with higher wattman limits) ?
~ And will you trigger failsafe by exceeding 2150 ?
Cards should have mem straps till 2250 strap (last one on non 6x50 cards)
Thinking more about it, one could just flash 6750/6950 mem timings
Then unlock card again , and reflash with --exclude-memory-training
To keep memory section working yet downgrading back
Normally the issue limiting us back is , getting patches from EEPROM to push into SME
As its a whitelist method - downgrades work
Once patch is pushed in, limiter is changed.
Soo if you card missbehaves , you somehow did it.
Else you maybe have found a bug/exploit past failsafe mode, which both need closer inspection
