Tau, PL1 and PL2
First, let’s watch what happens when the increased power limit time runs out. The power consumption drops from 255 watts at the EPS to 125 to 127 watts (as intended by Intel), so everything is as desired here. However, the more often I provoke downshifting, the shorter the period for Tau becomes. It can’t be the cooling, because the CPU reports a maximum of 65 to 69 °C. But it works, at least a little bit.
Maximum load with Prime 95 and Furmark
It might sound a bit strange, but the Core i9-11900K simply lacks two cores for this constellation! Since Furmark requires at least two cores (i.e. 4 threads) to achieve full graphics load, only 12 threads remain for Furmark. With “Small FFTs” one reaches then maximally still 250 Watts, although actually more would be possible. If you now let the MSI RTX 3090 SUPRIM loose on Furmark with increased PL and even a bit more clock, you almost reach 1000 watts. With scaffolding and stuff, you can actually get almost any 850 watt power supply around the corner, if you put your mind to it.
We can see here once again very nicely where the average value actually comes from: from the ups and downs, whereby one can observe very nicely that it is very, very often up to 390 watts that are applied in very short successive spikes. No power supply can act that fast and in the end, with a bit of bad luck, you have almost 450 watts++ at the EPS and 24-pin connector alone!
PSU Tests
I connected the already tested power supplies once again and ran the most important scenarios with the GeForce RTX 3090. Those who use smaller CPUs and/or GPUs should be on the safe side in any case. The Pure Power 700 Watt also shut down during the stress test, so the load on the EPS and 24-pin must have been too high. The two used device classes should also be exemplary for competitor products, which I don’t have in this well-structured classification.

Conclusion and summary
What saves the Core i9-11900K’s butt a bit is the limited number of only 8 cores. You can load them nicely during rendering, but not infinitely high. If they are really completely at the limit, other components can no longer unfold their full potential and limit themselves. In sum, this almost protects the system from itself. With the older Core i9-10900K and OC, we almost achieved more in the maximum test.
Let’s put it this way: most people who will buy a Core i9-11900k (or Core i7-11700K) will also go for top shelf products when it comes to graphics hardware, if there is anything available at all. But let’s assume it is. Then I would recommend in any case a power supply from 850 watts with decent genes. In the mid-range, a 650 watt power supply would probably also suffice, as long as you don’t run such a rather pointless maximum test.
What we can take with us as a conclusion? The partly still moderate looking average value of the current Core i7 and Core i9 in gaming is only half the truth, which has been smoothed out cosmetically. Because it’s actually a very cleverly chopped up, much higher value. The maximum spikes are even 50 to 70 watts (and more) above those of an overclocked Ryzen 9 5900X in the same scenario, which should make you think a bit. Sure, it’s not something you could read so easily with sensors or software or measure directly at the electric meter. But it very often causes inexplicable thermal and stability problems, you shouldn’t completely ignore that if you’re struggling with something like this, so you’d better not skimp on the power supply and cooling!
